
Ukrainian regulator revokes 1xBet’s licence due to Russian links
Gambling Commission moves swiftly after joint investigation finds initial documents to be false in claims over no Russian ties


Sports betting operator 1xBet has had its Ukrainian gambling licence revoked after an investigation revealed the company’s ongoing ties with Russia.
The Ukrainian Gambling Commission launched an investigation into 1xBet in partnership with the Bureau of Economic Security after suggestions emerged that the operator was somehow connected either to Russian operations, or to individuals with Russian citizenship.
The investigation found that when applying for a Ukrainian licence, 1xBet filed information and respective documents stating the company had no ties with Russia.
However, the investigation revealed these initial documents were not accurate, and in accordance with Ukrainian gambling regulation, Russian ties are grounds for licence revocation.
In a statement, the Ukrainian Gambling Commission said: “Inaccurate information was found in the documents submitted by the business entity to obtain a licence.
“Namely the information specified in the letters [noted] the relevant company is not operating in the interests of residents of foreign countries that carry out armed aggression against Ukraine, and/or whose actions create conditions for the emergence of a military conflict and the use of military force against Ukraine.”
Ivan Kurochkin, partner at 4H Agency, said: “Overall, we are of the view that the actions of the Commission were dictated by the provisions of the law and are in full compliance with existing regulations.
“To add to that, we also find it is satisfying that the Commission plays an active role in the regulation of the still new and developing market and closely monitor its stakeholders,” he added.

Last month, the responsibility of the Ukrainian igaming industry was transferred from the Ministry of Economy to the Ministry of Digital Transformation.
The shift is the first piece of industry-related governmental action that has been undertaken since the war began six months ago.
