
German regulator issues its first-ever fine for advertising infringements
The Gemeinsamen Glücksspielbehörde der Länder hands out five-figure fine to unnamed operator in its first clampdown since taking full control of the market in January 2023


The Gemeinsamen Glücksspielbehörde der Länder (GGL) has issued its first-ever fine to an unnamed operator for breaking advertising regulations since assuming oversight of German regulation in January.
The five-figure fine was issued to the operator after it had advertised its services on websites that also offered illegal offerings, which is not permitted under the advertising provisions of the Interstate Treaty on Gambling 2021.
Ronald Benter, CEO of the GGL, said: “We consider these advertising regulations to be very good and justified. GGL consistently monitors offers from legal providers. In the event of violations, we levy heavy fines.
“The withdrawal of the licence in the event of repeated violations of the provisions of the [Interstate Treaty on Gambling] is a measure that we do not shy away from.”
Benjamin Schwanke, board member of the GGL, added: “The legal online gambling providers cannot have any interest in advertising on sites that also advertise illegal gambling. This damages the reputation of the providers.”
The clampdown from the GGL follows a statement issued in January 2023 that it would act quickly to reprimand any licence holder that violates its rules as it aims to create “a level playing field for all providers”.
The regulator is also looking to increase transparency for players around what protection measures must be observed by operators, such as a panic button, and develop addiction prevention strategies with firms.
