
Gambling Commission names interim legal chief
Former Senior Crown Prosecutor Nadine Pemberton joins UK regulator in director of legal role


The Gambling Commission (UKGC) has hired experienced solicitor and civil servant Nadine Pemberton as its interim director of legal.
A veteran of the legal sector, Pemberton has occupied several senior leadership roles in regulation, compliance and enforcement, working across both civil and criminal law.
Pemberton spent two years as a senior crown prosecutor with the Crown Prosecution Service, reviewing and prosecuting criminal cases in accordance with The Code for Crown Prosecutors, following police investigations.
Her other civil service-related roles include working as a prosecutions lawyer on the Border Detections Team at the Revenue and Customs Prosecutions Office and working as an advisory layer at the Independent Office for Police Conduct.
Pemberton has also held senior legal roles with the Care Quality Commission, Social Work England and the Child Maintenance and Enforcement Commission.
She has been working in her own legal consultancy business since February 2020 and will continue to do so while working for the UKGC.
As interim director of legal, Pemberton will work with the UKGC’s in-house legal team and its board of commissioners, along with other external legal firms on cases involving the UK regulator.
Pemberton’s appointment is the first senior hire at the UKGC following the departure of CEO Neil McArthur earlier this month.
UKGC deputy CEO Sarah Gardner and COO Sally Jones will become joint acting CEOs until a replacement can be found.
The search for a permanent CEO will only begin once a successor to outgoing UKGC chairman Bill Moyes has been selected. Moyes is due to step down as chair later this year after five years with the regulator.
