
KSA probes licensed lottery operators for offering games of chance
Dutch regulator will seek to take action against any operators offering “high risk” products to their customers

The Netherlands Gambling Authority (KSA) has launched an investigation into Dutch-licensed lottery operators for offering games of chance on their websites.
A statement, published on 28 July, reiterated that lottery operators may only offer tickets and as such are deemed “less risky” games of chance.
According to regulation, operators are prohibited from offering “high risk” products such as games of chance, slot machines or casino games.
The KSA will look to take enforcement action if it is found that the law or conditions of the lottery licence have been violated.
The statement says: “Offering a game linked to a lottery online is prohibited. A lottery licence simply does not allow this.”
The statement continues by highlighting that the distinction between “high risk” and “less risky” games of chance is primarily in place to protect those who only wish to partake in a lottery.
Touching on unsolicited introductions to “risky” games the statement continues: “People who want to participate in a lottery may not come into contact with more risky games of chance without being invited.
“These can lead to gambling addiction and related social problems. Important objectives of the KSA are consumer protection and the prevention of gambling addiction.”
