
Lottoland and Tabcorp awarded a 20-year keno licence by the Victoria state government
The Australian state of Victoria prepares to introduce online keno, handing licences to lottery provider and gaming operator in new distribution model


The Victorian state government has awarded non-exclusive 20-year keno licences to both Lottoland and Tabcorp.
The licences will come into effect on 15 April 2022 and will allow both companies to provide keno online for the first time in the state and through retail spaces. This new licence will replace the current 10-year retail-only licence that Tabcorp has held since 2012.
Commenting on the new distribution model, minister for consumer affairs, gaming and liquor regulation, Melissa Horne, said: “The industry has changed significantly since 2012, with new technologies and new online market entrants, so we have updated the keno licence to allow for a more modern approach.”
“These changes will benefit businesses while also ensuring stronger harm minimisation and consumer protection measures are in place so those who play keno in Victoria can gamble responsibly.”
The reason for this change in distribution comes following a review into the future of keno in Victoria, which included consultation with industry, community, and other government stakeholders. Under these new changes, Horne can issue harm minimisation directions to Victorian and interstate keno game providers.
On being awarded the licence, Lottoland CEO, Nigel Birrell said: “I would like to personally thank the Minister for Gaming and Liquor Regulation, Melissa Horne, and the Victorian State Government for awarding the first dual license in Australia.
“Most importantly, this licence means that consumers in Victoria will be able to enjoy keno online on their smartphone or computer for the first time ever, with new gaming experiences and greater choice through Lottoland.”
Tabcorp reported a 2.2% increase in revenue for the first six months of its financial year earlier this month.
