
Sisal retains Italian SuperEnalotto concession
Existing operator selected ahead of Lottomatica and Sazka Group


Italian operator Sisal has retained the rights to operate the SuperEnalotto national lottery concession, it was confirmed this week.
According to Italian news website gioconews, Sisal submitted a cash offer of €222m (£198m), with a commission payment of 0.5%, giving it the financial edge required to beat off bids from Lottomatica and Czech operator Sazka Group.
Lottomatica submitted a case offer of €130m (£116m) with a commission payment of 1.5%, generating an economic offer score of 37. Sazka Group submitted a cash offer of €100m (£89m) with a commission payment of 4.5%, generating an economic offer score of 8.68.
Sisal also generated the highest score from a technical perspective, achieving a score of 45, while Lottomatica and Sazka Group could only manage scores of 42.8 and 35.9 respectively.
Sisal Group CEO Emilio Petrone said he was “extremely satisfied” with the result of the tender process, which will see the company retain the right to run the SuperEnalotto for a further nine years.
“This result has great value for our company, for its history and for all its employees and comes downstream of a structured process conducted by the Ministry of Economy and Finance, the Customs and Monopolies Agency and the Competition Commission,” Petrone added.
Under the terms of the tender contest, prospective operators were assessed on their technical expertise as well as the strength of their economic offering.
Officials from the Italian ministry of finance, the Agenzia Dogane Monopoli (ADM) and the lottery tender commission generated individual scores in both areas, assessing them based on several criterion.
In order to participate in the tender process, firms needed to have “previous experience in the management or collection of games” together with the technical and infrastructure capacity to run the lottery offering.
Sisal has operated the Enalotto since 1997, overseeing its transition into the current SuperEnalotto contest. Draws take place on Tuesdays, Thursdays and Saturdays.
