
BetMGM and PointsBet first in line for Ohio sports betting licenses
Buckeye State set to launch retail, online, and sports betting kiosks on New Year’s Day 2023

BetMGM and PointsBet have become the first operators to apply for sports betting licenses in Ohio after the Ohio Casino Control Commission (OCCC) formally opened the application period on June 15.
Both operators applied for mobile management service provider licenses, which, if approved, would pave the way for each to offer online sports betting in the Buckeye State. BetMGM submitted its application on June 15, while PointsBet followed suit the next day.
If approved, BetMGM and PointsBet would be permitted to launch online operations on January 1, 2023, the universal go-live day for all sports betting stakeholders in Ohio – be it retail locations, mobile apps, or sports betting kiosks.
The first application period closes on July 15, meaning any online operators that want to be on the starting line in January will need to get their paperwork submitted by that date.
At that point, the second application period will begin and run through to August 15. Lottery operators seeking to install sports betting kiosks as well as second-skin online operators will have to submit their applications by that date to be in a position for a January 1 launch.
With one of the most open and consumer-friendly markets in the US, Ohio is expected to receive thousands of applications for the three types of licenses that will be available.
The state’s sports betting law, HB 29, allows for up to 46 online sportsbooks, although it’s highly unlikely it will ultimately reach that threshold.
Online operators are required to partner with a retail betting venue or professional sports franchise to gain market access. Both BetMGM, through its MGM Northfield Park location, and PointsBet, via a greater market-access deal with Penn National Gaming, have that box checked.
Other operators that have already secured market access include Caesars and Fubo Gaming (both through partnerships with the Cleveland Cavaliers), Bally’s Interactive (with Cleveland Browns), and betPARX (with PGA Memorial Tournament).
