Jackpocket appoints former Churchill Downs VP as general counsel
Carter Vance will oversee legal and regulatory efforts including working with state lottery regulators

Mobile lottery start-up Jackpocket has appointed former Churchill Downs VP and associate general counsel, Carter Vance, to oversee legal and regulatory efforts for the company.
Vance took on the role of general counsel in July after almost six years at Churchill Downs. He also worked as an attorney at Kentucky-based practice Stites & Harbison.
He will lead the start-up’s efforts to help states establish and adapt their lottery regulations.
Jackpocket founder and CEO Peter Sullivan said: “With Carter’s pedigree behind us, we’re even more enthusiastic at the opportunity to build more fruitful relationships with lotteries and their regulators.
“His background perfectly matches our needs in this stage of rapid growth, and will help guide us as we carve out a path toward efficient regulation and operation of lottery services across the US,” Sullivan added.
Vance said: “I’m grateful to offer my guidance to the company where it is now—in good standing with lotteries, compliant in its technology provisions, and committed to its consumer protections—and excited to work with the leadership team, state lottery commissions and their lawmakers to make lottery play with Jackpocket a win-win for all.”
The firm recently appointed SBTech chairman and former Scientific Games CEO Gavin Isaacs as a senior advisor to the board of directors.
Jackpocket is exploring the cross-selling opportunities between lottery, sports betting and other egaming verticals by developing new game types.
